Transformative projects like TransMilenio require long-term “cathedral thinking.” Besides the example of Pittsburgh, the elements came out of the articles I did for an EU National Institutes of Culture Washington Chapter project in Baltimore, where I wrote about revitalization efforts in 7 European cities.
